Attemps to re-construct public management in order to prevent problems, transition from conventional understanding of public management to a nevv understanding of public management, and adopting "e-devlet" approach (a system offered in Turkey by the state institutions to help citizens to get public services on-line) have been majör factors urging the transition to TQM.
Even though we are not fully avvare, TQM has earned a signifıcant place in public management. in this context, the present study has carried out an analysis över the viability of TQM in the public sector.
The study has focused on the development of TQM in public management, the necessities of quality in the public sector and its importance for the public sector, the issues encountered so far, and to what extent the suggestions have been put into practice.
